Not all Unicode characters are valid in XML.  See the recommendation for
the gory details:

   http://www.w3.org/TR/1998/REC-xml-19980210#charsets

Any documents which claim to be XML, but contain illegal characters are not
really XML.

We have Character Data in some cases that contains 0x000B (Vertical Tab).
This causes a fatal error in the parser. In looking at it, I see that
fgCharCharsTable seems to define this as always invalid. Is there a reason
for this? It is listed at unicode.org as part of the Basic Latin codepage.
What is the proper way to deal with this? I suspect there are other
characters that will give me trouble. Can you shed any light on this?
