(And will, in the vast majority of the cases we encounter.) This was apparently adequate to open the XML document, but not sufficient to allow the use of relative DTD URIs. The workaround is to transcode the spaces in the base URI to "%20". Still seems like the cases ought to be consistent - either the base should fail with spaces or the DTD should succeed with them.
