Relative DTD URI's fail with "no protocol" message.

Hi,

to replicate the error you need to use a program that uses Xalan/Xerces.

It is called XMLMill and generates PDFs from XML/Xsl files (I am the author).

I do not immediately see how I can explain this otherwise:

1) Download a trial version of XMLMill at http://www.xmlmill.com/controller.jsp?
actionid=260
2) Download the 'XMLMill for Java' version.
3) Unzip it.
4) Put the xml files of the attachment 3531 (.zip file) to the directory xml
5) Open the xmlmill.html file (an applet will be activated).
6) Select all xml files in the xml folder using the 'Open' button.
7) Select a log folder using the 'Log' folder, preferable 'log'.
8) Press the 'Convert' button.
9) After all files are converted a log file will be displayed.

You will see that all files are converted except those of att. 3531 . They give 
the error:

javax.xml.transform.TransformerException: java.net.MalformedURLException: no 
protocol: xmlmill.dtd

This error appeared when we moved from Xalan 2.2 to 2.4, so along the way 
something has changed that makes this error happen.
