Illegal (XML 1.0 & XML 1.1) namespace declarations are not rejected

Tools *can* enforce namespace declarations being well-formed Absolute URIs. They 
are not required to do so, because in most cases the overhead of doing so is 
greater than the benefit gained. (Same reasons the DOM enforces some things and 
not others.)

Advice: This is partly related to the Great Namespace Debate/Debacle, which 
consumed entirely too much W3C attention for entirely too long. You don't really 
want to go there, and it isn't going to be reconsidered because nobody else 
wants to go there either.
