Illegal (XML 1.0 & XML 1.1) namespace declarations are not rejected

The main reason to specify that namespace names are URIs (IRIs now) is that 
URIs provides a universal registry mechanism.
The Namespaces 1.1 specification clearly states that the processor is not 
required to check whether the syntax of these URIs is correct. Simply because 
there is little to gain in forcing them to do so.
