It's on the serialization side that one should control whether to use
1.0 or 1.1. I would agree that people should only produce 1.1 documents
when necessary. I'm told Xerces leaves it to the user to decide. That
seems reasonable to me.
I agree with Arnaud on this point. However, it
would be nice to have a setting that allows people
to make Xerces strictly enforce a specific version
over another.
