Are you so sure? :-)
We did a small survey in the XML Core WG which revealed that the behavior of XML 1.0 parsers varied greatly when fed with a document with a version other than 1.0. Some generate wellformedness errors all right, but others merely produce a warning or do nothing, assuming the rest of the documents does qualify as 1.0.
I still don't understand how you think you increase interoperability by limiting a system in what it takes as input, but I guess it's ok...
