Hi Andrew,

You'll hate this, but you've found another bug in 2.4.  Fortunately, it's
the only other significant one we're aware of.

The simple workaround is to create a dummy manifest.xerces file, put it in
the src/ directory of your download, and build jars again; this should work
around the problem.

Thanks Elena,
   I've downloaded the files and recompiled, however on Windows 2000
the 'build jar' failes due to a missing file (error below). Is
manifest.xerces
missing from the src zip file, or does it have to be created my some other
mechaism?

It is easy to extract code from CVS (module: xml-xerces/java [1]) and
building it using ant's "build jars" target.
