I'm only seeing 61 failed tests (numbers 662 through 723).  These are the
same ones that apparently setting LC_CTYPE has fixed for others.  I kinda
understand UTF8, but I don't know enough about every layer
(Perl,Xerces-P,Xerces-C,Solaris) to know what to troubleshoot in this case.
