That file contents override over contents of system-wide /etc/X11/xinit/xinitrc you were mentioning and which indeed starts couple of terminals, clock and (unhandy but sure to be in EVERY X distribution) twm window manager.

If you are using xdm/gdm/kdm for your X startup then follow similar steps for ~/.xsession
