[Vote] Changing PMC representation

At the present time the Xindice project has two PMC representatives, 
Gianugo Rabellino and myself. Since I've become inactive in the project 
of late, I want to step down from the PMC so that a more active 
committer can take my place. The obvious choice for this is Vadim 
Grtisenko so I want to nominate him for the role. The guideline on this 
is that we need approval from a two-thirds majority of active 
committers to move forward so we need a vote.
