What is XINDICE_HOME's value supposed to be?

In the documentation I've read, the authors use XINDICE_HOME as if it's 
already set.  On my system it is not.  Should it point to the directory 
I untarred it into (/home/tgagne/var/xindice-1.1b4) or where it lives 
inside tomcat (/var/tomcat4/webapps/xindice-1.1b4)?
