For Java development, read this url: docs/guide-developer.html#Setting+up+Your+Build+Environment . Shortly, you need some jas files in your classpath (XML:DB, Xindice, Commons-logging).
For command line usage: when you invoke xindice.sh (or xindice.bat in Windows), it will tell you that it wants XINDICE_HOME to be equal to Xindice's WEB-INF directory.
