There is no binary dist of xindice. I'll assume you meant war dist. What purpose would bin/ directory serve in the war dist? No script will be able to run anyway, as all the libraries are packed into a war file.
But once you deploy this war file, you can access tools residing in <webapps>/xindice/WEB-INF directory.
