I don't know how to solve your problem. But as far as I know MS Exchange can fetch pop3-email-accounts.
I think in the Exchange-Settings is a Field named 'Connectors' - I have the german version ... so it might be named diffrent in other languages. In 'Connectors' you can fetch pop3-accounts and direct them to existing exchange-users.
