Didn't want to suggest .Net in fear of being flamed here ;)

Woudn't mind it using a database though, to keep the results. And let the
frontend generate the reports. Makes it easier to generate reports from
date -> to date, etc.  Ofcourse this could (read: should) be done
automatically and cached to file daily for most reports.

I've also got a simple webadmin system for Xmail in C# ASP.Net, that could
be released whenever I get time to clean it up and remove some of our
business logic from it.

Please keep us informed when you start the project, and also if you need any
help/etc.
