Thank you to Davide for pointing me in the right direction.

The fault was indeed -Q? parms = 0
I have a xmail.reg file that I update and then run to maintain the xmail reg
entries.
The file was correct, but the registry content was still the old value.
So I can only assume that I didn't run the reg file when I had the "missing
space in command line" - even though I swear that I did.
But the evidence is there.  I have verified this time, that the registry
shows the correct values.

Are you sure you don't have any other missing space in your command line? 
It seems very likely so, since 15 secs means basically zero, and that's like
if the timeout value gets read as zero. Check the registry too.
