That's not a hard problem to overcome.  For the person who is sending to the 
mailing list, give them Write (preferably Write+Authenticate) access, and 
restrict all the other users to simply read only access.  The person sending 
the message will send a single mail using outlook express to the email 
address of the mailing list.  All users will receive it, but will not be 
able to reply back causing a horrid mess.
