This is the way its been done in the past - last three releases I've hosted a bit tarfile of all changed roms for people to patch their romsets up to date (they are still sitting there), plus we have an FTP repository for giving people specific roms so that, for example, when someone egts a problem with a game thne the roms can be supplied to those doing the development totry and fix the problem.
