Your best bet is to get the xmame source rpm from Matthias Saou's excellent freshrpms.net site. Get it and hit it with a rpmbuild -ba xmame*.src.rpm.

I'm currently running Redhat 8.0 on my home box, and quite happily recompile for each new release.

On freshrpms, xmame is still sitting at 0.70, but I'm sure Matthias will have 0.71 pretty soon ;-)
