Two problems :
- The configure script is missing a check for expat development files, as
expat.h is required later on.
- There seems to be a problem with the mkinstalldirs call from the po/
directory :

I remember having the exact same issue with the gentoo file manager's po
Makefiles... seems like the setup-gettext script does something funny on
Fedora Core 3.
