I have tried to do some debugging of this and it looks like the problem is that when you have no joysticks other than the lightgun joystick support is disabled. So even though the lightgun's trigger presses are getting set as joystick button presses nothing happens.
I will try to figure out why the lightgun is not seen as a joystick.
If all else fails, I'll just change it so that it registers them as mouse clicks again and make sure there are enough mouse devices allocated in case there are multiple guns.
