Even if the libxml2 distribution is made to do this, many package systems will patch the source to prevent it doing so. Using NetBSD's pkgsrc for example, packages are not allowed to install files or directories outside package root (/usr/pkg by default), so a default of /etc/xml will be patched to be /usr/pkg/etc/xml.
