So if I start at Category:Articles and recurse "downward" into all category 
members, will it include all pages that are not administration pages?  Or do I 
have to also recurse "upward", keeping in mind that it's a directed graph and 
not a tree?

There are. I doubt there's a precise definition, though.

In theory, yes. But the category tree is not even a tree, so all sorts of 
things can happen...
