In all cases, I would recommend downloading http://www.xmlmind.net/xmleditor/_download/xxe-devdocs-4_1_0.zip and installing it in XXE_install_dir/doc/dev/ You'll find createproject.jar in XXE_install_dir/doc/dev/createproject/
