May be I'm missing point there, but it should be sufficient to embed
fonts which contains characters you want to use into PDF. It is usually
sufficient to use Times New Roman and Arial from MS as a replacement for
built in Adobe fonts as MS fonts cover larger subset of Unicode.
Both in FOP and XEP it is just matter of simple change in configuration
file to reference to user provided fonts instead of built in Adobe fonts.
