It should have. There's a 50xtla.el file installed that should be loaded on
Emacs startup.

On my machine, with the Debian package installed, I can do

[x]emacs -q
M-x tla-<whatever> RET

And it works out of the box. (You should also have the XTLA entry in the tools 
menu)

Also, C-h i has a "XTLA" node.

Can you describe more precisely what you get on your machine?

For Debian, the .elc files are generated on package _installation_, but not
included in the package.

This way, you can have several versions/flavors of Emacs installed, and the
package manager will make sure the .elc files are generated for the installed
flavors, and only for these ones.
