To answer the question on user base for peertube, I did a search for xubuntu but only found a video on ubuntu
https://diode.zone/videos/watch/58f508f2-ebbd-474d-a308-e7d78f759a9b which appears to have had 900 views in the short space of time it has been up there, and despite the fact the video seems to have been made in 2006 and being about Debian rather than Xubuntu. Not sure if this is helpful.
