There is no 'sleep' option in Cinnamon, only 'suspend'.
But selecting 'suspend' from the Shutdown menu item works, then close
the lid.

The bug seems to be that the setting in Preferences > Power Management >
Power > When lid is closed is set to Suspend, but something is getting
in the way which means that suspension isn't actually happening until
the lid is opened again. Then it suspends, and has to be woken with the
Power button before the lock screen can be opened.
The other option in Preferences > Power Management > Power > When lid is
closed (apart from Shutdown) is Lock Screen, but I assume this means
leaving everything executing, which is not what you want on a laptop
with the lid closed.

Certainly sounds related, although I've never had the not-waking problem
on this (Dell XPS) laptop; but it is definitely something I have had
happen on a big HP Envy laptop.

Yes, this point needs to be made repeatedly. People still don't get it.
Only an encrypted file system will prevent this.
That's why my machines are all encrypted.
I simply turn off all screensaver and screenlocking, I just leave the
power manager to turn the display off after a suitable time.
That too, but a lock screen also prevents feline interference :-)
