They haven't been installed for most libraries because we haven't switched
to the X11R7.0 versions that provide them.   We do ship a few for libraries
that have them already:
        /usr/lib/pkgconfig/fontconfig.pc
        /usr/lib/$plat_64/pkgconfig/fontconfig.pc
        /usr/lib/pkgconfig/freetype2.pc
        /usr/lib/$plat_64/pkgconfig/freetype2.pc
        /usr/lib/pkgconfig/xft.pc
        /usr/lib/$plat_64/pkgconfig/xft.pc

The rest will start appearing as we move to the 7.x/modular builds
that provide them.
