That's actually from CDE, not OpenWindows. I don't know if the
sources are encumbered, since that was a Sun addition, but none
of the sources for CDE have been released by Sun as open source.
(They were included in the closed source, NDA releases of the full
encumbered Solaris source base, but that's probably not helpful
to you.)

Actually - it's the other way around - the client isn't, but the
server is simply rpc.rstatd from ON.
