Closing this, since it has had no responses in a while. I would prefer
that this change go through the blueprint process since it is a
significant enough change in presentation that warrants some discussion.

Bug description:
As the admin, I should be able to select any tenant and view the
instances, networks, and images associated with that tenant w/o
specifically being a member of that tenant.
