I've done the following changes in the newest patch:
1. Undo the InvalidResourceRequestException process in RMAppManager, and the
corresponding test modification in TestRMAppManager
2. Move the InvalidResourceRequestException process to ClientRMService, and add
the test that requested resource is invalid in TestClientRMService.
3. Fix the log information.
4. Fix the description in yarn-default.xml.
5. Do sanity check for vcores as well in ResourceManager#validateConfigs. Add
the related test cases in TestResourceManager.
6. Add the tests that the resource upper bound check is disable in
TestSchedulerUtils.
