IIRC in Non exclusive mode we are not launching AM's so i think we need not
worry about NonExclusive node count for AM blacklisting. And also YARN-6148 is
much more complex if we want to solve all such cases, but i would initially
select a simple modification and then go for the complete API overhaul.
