I root caused the issue that was emerging in the
{{TestRMWebserviceReservation}}, it was some off-by-one error in the
{{PeriodicRLEResourceAllocation.getRangeOverlapping()}}. I have also
added/tightened a couple of tests elsewhere to cover more directly the issues
that emerged. All tests pass locally, let's see what YETUS has to say.
