Please find attached the latest patch.
It assumes target allocation tags need to be present before the constrained 
request arrival otherwise they get rejected and it is up to the AM to resend.
Thus there is no need to differentiate between source and target Tags in the 
current implementation.

I also included some more complex test cases including intra-application 
affinity, antiaffinity and cardinality constraints.
