IMO, HAUtil.setConfValue() should throw a BadConfigurationException - with the
message showing the actual config to be set. From the above example,
yarn.resourcemanager.address.<rm-id>. HAUtil.getRMHAId() already throws a
BadConfigurationException when rm-id is not set.
