Yes, that's the difference between bugzilla/jira driven feedback vs
forum/blog driven feedback.

If you look at all the bug reports and feature requests we get, they are
90% about fixing/improving/extending the installation.

But in all public discussions I have seen in forums and similar places
about why openSUSE rocks, the focus is always in YaST as a configuration
tool for a running system.

That's a possible conclusion.

Being creative you could also say the reason is that YaST is already
almost perfect as a configuration tool (so people don't feel impelled to
ask for extensions or fixes) but it still needs improvements as a
installer. Just joking.
