Dear: Cadres

I have being fortunate to participate in a academic assigment to evaluate
our performace as government for the past 15yrs of democracy during 
freedom in our life time and largely the recent spate or outbreak of
service delivery falls within our terms of reference:

The main problem or challenge that fuel this service delivery is the
unfortunate reality that our ANC led Government pays scant regard to
principles communications.

In most cases we make unrealistic promises and naturally that raise
legitimate expectations from our people. Instead of doing the honourable
thing of convening them again to tell them that we are constrained to
deliver we leave them to stress about our sincerity.

I am more than confident that if all of us can emulate Cde J Zuma example,
who by yesterday reported to the country that the 500 000 jobs he promised
to facilitate will be affected by the slow recovery of economy.

Today we all understand that our ANC led government has some economic
constrains to meet realistic promises we made during State of the Nation
address.

Why can't we do the same at local government level. This all boils to how
we value the strategic importance of communication in complementing our 
relationship with the public.

Proactive communication scuppers any chances of reaction from any quarters.
