Honestly Cde Castro,
The mistake was made when factionalism undermined the tasks ahead. most of the councillors were as a result of a factional support than gauging the political strength of the representatives with the challenges ahead. Before the last Local Government Elections we had similar spate of violent protests. do not want to shy away from the possibility of a third force but these municipalities might have given the third force a reason to mobilise the communities.
The service delivery riots are caused by nothing but the failure of branches to hold the deployees accountable. In some areas, RDP houses are sold to the beneficiaries and nothing is done by the structures of mass democratic movement. Development in some areas is being personified to an extent that a change in a councillor causes a serious problem.
The other reason is that enroute to Polokwane, the hopes were given to people that their lives would change after Polokwane. Some of the perpetrators were either delegates or self imposed lobbyists who wanted nothing but personal glory and benefits. They created high expectations, mobilised and promised people things that they cant provide today.
In some areas, the perpetrators of these violent protests are former Mayors, Speakers, MMCs and councillors. They have seen these deployments as permanent and have not made peace with their redeployment (unemployment). All these are as a result of the weakness of our branches to rise above the situations, to hold councillors accountable and to organise briefing sessions with their respective communities.
The above were my observations of the Mpumalanga situation. Lets engage!!
