There is fundamental change in how the ANC approach developmental issues and
engage broader stakeholders.

Going into government, the ANC structured the Cabinet in such a way as to
emphasise a focused priority on poverty eradication, Health and Education.

The concept of developmental state has been defined and captured as well in
the structuring of the Cabinet.
