POPCRU perturbed by perennial Qualified Audit Opinion of DCS
POPCRU has noted the tabling of the Annual Financial Report by the Ministry of 
Correctional Services for the year 2010/2011 in which the ministry broke the 
record on a perennial qualified audit opinion dating as far as 2002. 
“I believe that the Audit evidence I have obtained is sufficient and 
appropriate to provide a basis for my qualified audit opinion”, said the 
Auditor-General.
POPCRU has observed the continuing unapproved expenditure incurred by the 
Department every year which points lack of clarity on Public Finance Management 
Act and other regulations by management. And such inadequacies amongst others, 
relates to the following aspects;
        * Many Regional Commissioners still in acting capacities,
        * Legal services ill-advising the department to take cases further 
which are not winnable,
        * Over-crowding and under-staffing still prevalent with almost 60 000 
post structure approved yet currently still with only 41 500 posts,
        * Prolonged Grievance Procedure due to incapacitated management, thus 
creating unsound labour relations milieu,
        * Slowly-led Offender Development to equip them with portables skills 
to participate in the society after years of incarceration, and
        * Heavy reliance of private prison model which is costly to maintain 
and thus deviating from the responsibility to nurture realization of the 
corrections mandate ushered by the Corrections Act No.111/1998
 
We are content that the strategic plan for 2011/2012-2015/2016 has bold 
intentions, yet the human capital invested in the management currently has 
lacked the oomph to take the Department to greater heights.
Some officials must be recalled on the basis of incapacity, incomptency and 
unaccountability based on these deplorable financial postures.
POPCRU adjures Parliament to bring the Department under administration to 
reverse the negative developments.
