POPCRU Gauteng consolidates Worker Democracy
 
POPCRU Gauteng has concluded its 07th Provincial Congress which was scheduled 
on the 29th-30th September 2011 at Booysens Hotel, Gauteng in which 
undertakings were made to solidify the respect for Worker Control and Worker 
Democracy as guiding principles for strong, vibrant Trade Unionism within the 
Criminal Justice in particular.
 
And the Congress was duly attended by COSATU, SACP and ANC Provincial Leaders 
as part of nurturing a revolutionary disposition of COSATU engines as we march 
forward to find an alternative path towards Socialism.
 
The Provincial Congress, amongst others, resolved on;
 
v  To improve on continuous basis sharpening, capacitating and injecting 
capacity building programmes to our Shop Stewards and members in conjunction 
with business partners, as a basis to sustain excellent quality service.
v  To conduct a scientific skills audit within the next twelve months so as to 
ensure proper and focused resources utilization, deployment and implementation 
in line with our strategic plan.
v  To fast-track the realignment of Departmental demarcations in line with 
Political demarcations, in particular Correctional Service, as well as the 
finalization of the review on the current legislation around the effectiveness 
of the single Public service, and 
v  To commit to the building of a strong, financially viable and campaigning 
SACP and to ensure that in all our workplaces there are Party units and 
contribute financially and materially to the achievement of its progress and,
 
And the following Leadership Collective was duly elected to lead the Province 
in the coming four years;

Declaration of Gauteng’s 7th Provincial Congress held at Booysens 
Hotel-Johannesburg, 29th-30th September 2011
We, the delegates to the 7th Gauteng Provincial Congress representing more than 
41 000 membership within the South African Police Services, Department of 
Correctional Services and Traffic sectors, and representatives from all locals, 
and hereby make the following determinations after two days of vigorous and 
successive extensive deliberations:
v  That our organization has over the past 4 years grown by a 60% margin and 
from strength to strength, thereby demanding new real dynamic innovative 
approach to improve and quality service delivery measures.  This is a great 
achievement given the current socio-economic challenges which are directly 
attacking the creation of more jobs within the Public Sector.
v  That the overarching rider to this successive growth is a result of huge 
massive investment in human resources capital on extensive training and 
development of our leadership cadres within all our structures to enable 
quality service to members.
v  That all these achievements consign us in a strategic position to relate 
well to our set objectives both politically and organizationally.
v  Note the increasing challenges within the three sectors within which we are 
organizing therefore placing us in the forefront of accelerating the 
transformation agenda within the Criminal Justice in line with the Peace and 
Stability Resolution of the 52nd ANC National Conference.
v  That while we pride ourselves with these achievements highlighted by the 
Congress, much more needs to be done to improve material conditions of our 
members particularly those employed under the Public Service Act as well as 
agencies such as LCO, Cross Border and other institutions such as the Road 
Traffic Management Cooperation [RTMC].
v  Acknowledge that in the process of dispensing service delivery, material 
conditions will demand scientific tools of analysis from time to time, thereby 
bolstering our strategic plan.  This amongst others will enhance the following:
§  Effective and efficient structural response to our market demands;
§  Proper coordination and control of performance systems.
§  Monitoring and evaluation of strategic plan and implementation of decisions.
 
This 7th Provincial Congress therefore resolves as follows:
v  To improve on continuous basis sharpening, capacitating and injecting 
capacity building programmes to our shop stewards and members in conjunction 
with business partners, as a basis to sustain excellent quality service.
v  To conduct a scientific skills audit within the next twelve months so as to 
ensure proper and focused resources utilization, deployment and implementation 
in line with our strategic plan.
v  To realign our Programmes of Action with our correct key focus areas and 
priorities.
v  To relate and consolidate our hegemony within the Criminal Justice and speed 
up the process of nationalization of Traffic, relocation of the Department of 
Correctional Services to the Safety and Security Sectoral Bargaining Council 
and a speedy implementation of the single National Police agency. 
v  To fast-track the realignment of Departmental demarcations in line with 
Political demarcations, in particular Correctional Service, as well as the 
finalization of the review on the current legislation around the effectiveness 
of the single Public service.
v  To prioritize Political education and mass education within all locals, 
explore various programmes with the SACP, YCL, ANC and COSATU on the 
realignment of the Chris Hani Brigade program with affiliates.
v  To advocate for a total transformation within the Criminal Justice and 
ensuring that the SACP MTV becomes the basis for such an agenda particularly in 
the South African Police Services.
v  To develop joint programmes with the Department of Community Safety and all 
relevant stakeholders of our communities in redefining the role of both Police 
and communities during peaceful demonstrations; such as campaigns on 
Anti-Crime, Police killings and other related initiatives aimed at claiming 
back authority of Police in a democratic state.
v  To close down on corruption within our Sectors as well as lobbying for the 
speedy scrapping of section 41 and 46 of the Police Act in its current form.
v  To commit to the strengthening of the ANC as the leader of the Alliance and 
its unity; thereby ensuring that we invest politically in the young workers and 
youth formations as future workers.  Young workers swell the ANCYL and YCL 
respectively to change their political orientation towards the working class 
and the poor.
v  To vehemently without any regret protect and preserve the integrity of our 
leadership against any class offensive, respect and uphold constitutional 
decisions and democratic centralism as the basis for organizational growth, 
unity and improve our internal processes, systems and value staff performance 
for our success.
 
v  To commit to the building of a strong, financially viable and campaigning 
SACP and to ensure that in all our workplaces there are Party units and 
contribute financially and materially to the achievement of its progress and,
v  To continue to deepen our political influence within all structures of 
government, political formations and sustain our relationships with Capital 
friends in a symbiotic manner.
