*Declaration of 3rd Eastern Cape Provincial Congress*

December 7 – 9, 2012

We, 391 Young Communist militants 3rd Provincial Congress delegates, have
met over the past three (3) days as delegates to the YCLSA’s 3rd Eastern
Cape Provincial Congress at Walter Sisulu University, Nelson Mandela Drive
Campus, Mthatha, O.R.Tambo District. These delegates were drawn from 209
branches across the length and breadth of our province and from DECs and
PEC members. As delegates, we represent more than 6516 members; a
substantial increase in the YCLSA membership since our 2nd Congress just
three years ago.

The Young Communist League of South Africa in the Eastern Cape held
its 3rdProvincial Congress from 07-09 December 2012 under the theme:
* “Build quality of young communists to strengthen the struggle for
socialism”*

The Congress was convened just as the YCLSA is celebrating 9 years since
its re-establishment, just after YCLSA National Lekgotla which was held in
Johannesburg, as a assertion of forwarding and developing program of YCLSA
for the year 2013, after COSATU organized a successful marches against the
E-Tolling System and just few days before ANC 53rd National Conference at
Mangaung commencing on the 16-20 December 2012.

This Congress was honoured by the presence of YCLSA National Committee
members led by National Secretary, SACP delegation led by Provincial
Secretary, COSATU delegation also led by Provincial Secretary and ANC
delegation as led by Provincial Chairperson.

The Congress was officially opened after welcoming remarks by Provincial
chairperson and received Political, Organisation and Financial reports.

The political, organizational and financial reports were tabled in detail
on the work done by organisation and all its structures based on the
adopted Programme of Action (POA) as an accounting requirement to the
Congress. The Congress applauded emerged PEC in the 2nd Provincial Congress
for delivering 3rd Congress within the time as stipulated in Constitution
of the YCLSA. This Congress noted and applauded that the organisation has
grown more than what it was in the 1st Provincial Congress which was held
at Port Elizabeth, Mbuyiselo Ngwenda District in 2005 and 2nd Provincial
Congress which was held at East London, Skenjana Roji District in 2009.

The Congress was honoured and privileged to be addressed on political
education and ideological training by the Central Committee member and the
resident professor of Govern Mbeki Communist University, the provincial
SACP University. Our 3rd Provincial Congress was officiated by two National
Committee members.

*International Context*

The 3rd Provincial Congress engaged on the international situation and
noted the current situation which is characterized by the crises of the
capitalist system. Capitalism is getting deeper in a crisis because the
system is systemic. A system characterized by booms and bursts. It burst
when there is a crisis and working class will suffer more and pay more for
the crisis. The congress noted that there are attempt to recolonize Africa
and defeat the African National Congress ultimately the Alliance.

The 3rd Provincial Congress noted the role of imperialist states, namely;
the United States of America, United Kingdom, France and their allies in
the North Atlantic States of America which is nothing except an axis
against human emancipation and world order.



*The central pillar of our programme: building a quality young communist
cadre*

Our congress was fully dedicated on planning for programmes that will
respond to our congress theme of building quality young communists cadres
and were inspired by *CHE* *“To build a cadre …it is not a matter of how
many kilograms of meat one has to eat, nor of how many times a year someone
can go to the beach, nor how many pretty things from abroad you might be
able to buy with the present–day wages. It is a matter of making the
individual feel more complete*”. Hence our resolutions speak more on
building a quality young communist cadre through political education and
ideological training. Build quality young communist cadres with a good
habit of class analysis.

Our congress also engaged on matters affecting youth the most, amongst
others unemployment, poverty inequality and HIV/AIDS. The congress
understood that as long as there is capitalism these challenges will always
exist and the socialism is the only solution to these challenges facing the
working class and the poor.



*In defence of SACP and its programmes*

We reaffirm our support on the party programmes and policies, in particular
to the South African Road to Socialism (SARS) and Medium Term Vision (MTV)
as discussed and enhanced at the 13th SACP Congress. The 3rd provincial
Congress delegates declared its full support for Marxism-Leninism as
developed and applied by the SACP in the South African conditions, the need
for a socialist orientated National Democratic Revolution (NDR) as our road
to socialism and further emphasized on the need to monitor, evaluate and
defend the communists cadres deployed to government in the Province. The
red army of young communists committed to be in the fore –front of SACP
campaign’s and called the SACP to organize an anti-corruption provincial
march.



*3rd Provincial Congress Commissions*

The 3rd Provincial Congress Commissions were as follows: Political
Education and Ideological Training, Media and Communication, Building of
Young Communist League co-operatives and Job summit and Education, Health
and Agriculture.

 The Commissions reports which synthesized various challenges provided the 3
rd Congress with assertion of coming out with clear programme of action.
After congress received the commission’s report, the 3rd Provincial
Congress took the following resolutions:

·         There must be simplification of political documents, language
used and involving of Seniors Comrades to run political education (school).

·         Close social distance between upper structures and branches.

·         Each and every Cadre of YCLSA must have copy of Communist
Manifesto

·         Align our branches with those of the SACP (Voting Districts).

·         Conducting Memorial Lectures on fallen Comrades.

·         Establish Provincial Communist University.

·         Open socialist forums every Wednesdays.

·         Using of social networks using simple and creative language but
sending clear messages.

·         Establishment of Study Circles in all districts as a tool to
uplift standard of our political consciousness.

·         Develop clear induction programme for Districts, Sub-districts
and Branches.

·         Encourage writing and maximum participation of YCLSA members to
Community Radio Stations, SABC as public Broadcast, private TV Stations and
on the print media.

·         Call for the nationalization of DSTV.

·         Develop assert Political Education and Cadre Development in the
province.

·         Our political education must be guided by Marxism-Leninism
principle.

·         Critical selection during recruitment process for YCLSA.

·         Instilling maximum iron discipline and promoting democratically
process guided by Marxism-Leninism principle.

·         Strengthening and capacitating of women young communists and
branches in institutions of higher learning.

·         Continue championing issues affecting working class and the poor.

·         To deal decisively with factionalists

·         Avoid depending on media institution as a way of getting
information.

·         Encourage and publicize YCLSA in all social activities such as
sporting activities.

·         Convening of Provincial Political School as well as districts and
sub-districts political schools.

·         Utilize higher education institutions such as Further Education
and Training Institutions and University.

·         Encourage sitting of Branch Executive Committee (BEC) on a
monthly basis as stipulated by our Constitution.

·         Make sure that Marxism-Leninism documentation in community
libraries is available.

·         Encouraging engaging progressive Trade Unions and PYA components
to have joint programme and activities.

·         Ensure that constitutional structures fulfil their constitution
obligation.

·         Encouraging of young communists to study journalism as part of a
class struggle.

·         To form a media co-operative.

·         To convene a workshop on training comrades in writing skills as
part of propagating the views of young communists.

·         To establish a provincial face book page that will be monitored
by the secretariat.

·         Convening of Job Summit

·         Training and establishment of YCLSA co-operatives.

·         To convene workshop on co-operatives.

·         Continue to strengthen Joe Slovo Right to Learn Campaign.

·         Re-affirm the 2nd Provincial Congress and ANC Provincial Congress
held at River Park that the ANC Provincial Chairperson must be the
Provincial Premier and call for the implementation of this decision.





*On required Cadre ship of YCLSA*

·         Building functioning structures particularly on at branch level.

·         Make sure that YCLSA Cadres write down all inputs and speeches
giving to organizational gatherings and to other platforms of Mass
Democratic Movement.

·         Making sure availability of basis documents such as branch
manual, constitution and etc.

·         Convening of Congress of Commissar in the province.

*Leadership*

As we were preparing for our 3rd Provincial Congress on content, all our
eight districts convened district councils where a question of leadership
was discussed and the 2nd Provincial Congress Provincial Executive
Committee was assessed by branches. In the process of robust and
comradeship engagements the delegates arrived at consensus on the character
and composition of leadership and further emphasized on the need have very
young women communist as part of women capacitating and building a momentum
and strengthening the struggle for socialism .

The 3rd Provincial Congress delegates were inspired by Marx” *Election of
leadership is part of examining where we are and where we are
going**”.*The delegates of the congress voiced the following:

   - The leadership of the Young Communist League of South Africa should be
   the one that rejects any form of corruption.
   - They want a leadership that will uphold the principle of “ from the
   masses to the masses”
   - The congress also appreciated the role played by the 2nd provincial
   Congress provincial Executive Committee for building the organization and
   for remaining loyal to the organization , implementing and maintaining
   communist discipline , and for being incorruptible as compared to
   leadership of other youth formations.



Therefore, the 3rd Provincial Congress delegates unanimously elected the
following as the 3rd Eastern Cape Congress Provincial Executive Committee:

The 3rd Congress also observed and noted that the party and the YCLSA cadre
across the province must participate effectively in all Mass Democratic
Movement formations for the benefit of working class and the poor
expressions. This Congress was marked by both vibrant policy debate and
unity. The 3rd Congress committed all YCLSA members to wage the class
struggle wherever the class struggle it to be waged for democracy and
against exploitation and all forms of oppression. The attributes of YCLSA
cadres must be based in our disciplined unity in the midst of coming up
with scientific solutions to all challenges facing PYA, alliance and entire
MDM; our Marxism-Leninism; our principled commitment to Communist values of
solidarity and to fighting all negative tendencies which include
individualism, self-enrichment and corruption.

The 3rd Provincial Congress rises out of this largest ever, and most united
Congress of YCLSA in the province and declare that ‘Socialism is the future!
