YCLSA Northern Cape PEC Statement

The Young Communist League of South Africa [uFasimba] in the province held
its 3rd Plenary Session from the 04th -05th May 2013 in Kimberley under the
theme “YOUTH FOR SOCIALISM”.

The Plenary Session was attended by all PEC members, Districts Chairpersons
and Secretaries, the National Committee Deployee as well as our allies,
COSAS and SASCO.

The PEC received the Political, Organizational and Financial Reports which
dealt comprehensively with the state of the organization as well as both
the International, National and Provincial contemporary political
developments.

Youth Accord and NDP

Amongst others, the PEC discussed in greater detail the Youth Employment
Accord and its implications for the youth of the province with focus on
strategic collaborations to be led by government and cooperation between
youth , government, business and labour in addressing the challenges we
face around joblessness.

The PEC also welcomed the National Development Plan as a living document
subject to refeinement,a daptation and change because we all agree that our
progressive government needs to plan to be able to deliver on its mandate
derived from its people.

NYDA

The PEC calls on the urgent appointment of a properly constituted
Provincial Board of the NYDA. The appointment of suitable Provincial Board
is also long over-due, which must reflect not only a balance in terms of
gender, race, and structures, but also to mirror relevant knowledge and
skills, experience and capacities to properly implement youth policies and
serve the vulnerable and rural youth of the Province. The allies present at
the PEC supported the move and calls for the Progressive Youth Alliance
Summit which will focus on the orientation and outlook of the NYDA.The PEC
also called for the review of salaries and some of the existing programmes
of the NYDA.

Programme of Action for May and July

The PEC further received a presentation from the SACP Provincial Secretary
and COSATU Provincial Secretary who emphasized the importance of mobilizing
and strengthening young workers formations at the workplace and in all
other sites of struggle.

The PEC adopted a Program of Action (May-July) which will focus amongst
others on the following:

· Public lectures focusing on Heroes and Heroines in areas where we do not
have structures

· Cleaning and greening our communities

· Landscape and refurbishing of public buildings

· Mass literacy campaign

· Saturday schools focusing on Science and Technology

Appointment of new Premier

The PEC also welcomed the appointment of the new acting Premier and
reaffirmed its decision that there is no need for any Cabinet Reshuffle.
Finally the PEC gave a stern warning to DA that even if they continue to
drum beat lies to our people, their malevolent, and racial and hatred past
will continue to follow them. COPE remains a constituent element of counter
revolution and whatever they say or do continues to show what they are
about and we will meet them in the terrains of people struggles.

The PEC reaffirmed its primary focus to advance the lives of young people
who continuously believe that the ushering in of a better human society,
where the needs of the society supersedes those of individuals,
opportunists and exploiters an alternative life is possible in our
lifetime.
