*YCLSA NORTHERN CAPE PROVINCIAL PRESS STATEMENT*

*YCLSA Northern Cape PEC Statement *



The Young Communist League of South Africa [uFasimba] in the province held
its 6th Plenary Session in Kimberley under the theme *"YOUNG WORKERS OF THE
WORLD UNITE! YOU HAVE NOTHING TO LOOSE BUT YOUR CHAINS"**.*



The Plenary Session was attended by all PEC members, Districts Chairpersons
and Secretaries, and the National Committee Deployee. The PEC received the
Political, Organizational and Financial Reports which dealt comprehensively
with the state of the organization as well as presentations on the
International, Continental, and National complex developments.



The Young Communist League of South Africa in the Province anticipates that
the SOPA will put emphasis on job creation, youth development, skills
development, and education which were at the centre of debates of the PEC.
Notwithstanding the fact that health, human settlement, poverty
alleviation, and the economy of our province also need to be radicalised by
our Provincial Administration to address the plight of the poor and the
workers in the Province.



We expect a bold message that will report on progress made thus far by the
ANC-led provincial government and instil hope in the masses of our
province, particularly the poor and working class youth to give meaning to
their vote for the ANC in the up-coming General Elections.



After deliberations, the PEC resolved on the following key areas:



*Job creation*



There is definitely a need for the provincial government to adapt to a more
rapid pace in its quest to address job creation. Unemployment is mostly
affecting our working class masses, and the stratum that is horribly
affected is the youth. We call on the Premier to prioritise the youth with
regard to job creation in the Northern with the focus on the Green Economy
(Recycling, House Energy Sources, and Environment Management, Protecting
our Water Systems), the Mining Industry, Construction and the
Infrastructure Industries.



*Education and Skills Development*



We congratulate the first intake at the Sol Plaatjie University and wish
them well as they begin their next journey of their life. This institution
have a critical role to play as a centre of both knowledge and skills
production for citizens of our province. Though more still needs to be
done, we thank the Department of Higher Education and the Provincial Skills
Forum for investing in this institution and the youth of our Province.
Oursgovernment should expand access to education and training
opportunities by
radically expanding the FET College Sector and implement its programme on
the establishment of Community Colleges.



*Healthcare*



The YCLSA welcomes the dispatch of 20 young people by the Department of
Health to undertake medical studies in Cuba. The YCLSA in the Province
supports the 10 Point Plan that was proposed by Department of Health.
Nevertheless, there is a need for Treasury to translate the commitment to
the NHI into rands and cents by making the necessary budgetary allocations
to phase in the system.

Nevertheless, we propose the following interventions to be integrated in
the implementation of the Plan:

·         A direct focus on HIV and AIDS; in collaboration with the
Departments of Basic and Higher Education;

·         The province should increase its capacity of health
infrastructure training, in particular the training of nurses, doctors and
resist the incursion of the profit motive in the process;

·         Improve medicine delivery systems to patients, especially those
with serious and terminal illness, taking medicines where they stay.



The Young Communist League of the South Africa congratulates the South
African Communist Party (SACP) for holding a highly successful 2nd
Provincial Council of the 4th Congress PEC in the Northern Cape which took
place from the 15th - 16 February 2013, in Kimberley. The YCLSA define
itself as the Political base of the Party because of the production and
meaningful crop of young communist it has produced for the party since the
relaunch.



We congratulate comrade Kabelo Mohibidu who was unanimously elected as the 2
nd Deputy Provincial Secretary of the SACP in the Province. This is amongst
others to ensure compliance with the constitution of the SACP as amended in
the 13th National Congress. The YCLSA is confident that comrade Kabelo
Mohibidu `s unanimous election will only strengthen and re-enforce the
secretariat of the party given his commitment and leadership capabilities
demonstrated over the years in both the YCLSA and the SACP. As the YCLSA we
pledge our support as one of the party organs in carrying out its mandate
to the end.
