COSATU Free State Special Provincial Executive Committee Statement

The properly convened and constituted Special Provincial Executive Committee
meeting took place on April 08, 2015 to receive the report of the special
Central Executive Committee Meeting, amongst other issues for deliberations.

As COSATU Free State, we continue to be encouraged by the maturity displayed
by the affiliated Unions leadership in the province.

3rd Provincial Congress

Our 3rd Provincial Congress will be organized on June 26th-28th, 2015 in
Bloemfontein.

We have put in place the machinery designed to make final preparations for
the Congress to ensure that we hold successful congress.

The Congress should engage on issues of the workers and working class in
general whilst working with all the progressive forces of our country to
create a better life for all!

Mobilization for May Day 2015

We have adopted a clear mobilization program which is intended to garner
support for the commemoration whilst publicising our campaign for the
National Minimum Wage campaign which is intended to make an impact in
dealing with the triple challenges facing our province namely; high
unemployment rate, increased poverty levels as well as the huge inequalities
between the haves and the have not's. Our event would take place in Thabong,
Welkom and we would use the mobilization program to also engage the
community on our views towards developing a program to turn around the
situation in the current and former mining towns.

We implore upon members, the working class and our communities to support
our campaigns towards May Day as well as promoting a dialogue in creating an
alternative economy for the former and current mining towns.

On the CEC decision to dismiss the General Secretary with immediate effect

The PEC noted the CEC decisions in relation to the expulsion of the General
Secretary Comrade Zwelinzima Vavi.

The PEC is convinced that the former General Secretary had crossed the line
and the CEC had been put to an ultimate test to exercise and maintain
discipline regardless of who is in the wrong.

In the view of the PEC the CEC has acted correctly in this instance and it
is up to the former General Secretary to follow the proper channels to make
his appeal heard by the Normal National Congress if he still has interest to
come back to the federation.

We further note that this is not the first time a COSATU National Office
Bearer is expelled by the CEC for crossing the line in terms of the code of
conduct for the leaders and officials of the Federation.

We are however amazed why this time around the affected former leader has a
view that he should be treated differently when he has consciously crossed
the line with vigour and impunity!

The PEC has adopted a program which would go and give a report to our
structures and members about the CEC decision, since this is a legitimate
decision of a properly constituted Constitutional structure of the
Federation, composed by the duly mandated leaders of the Affiliated trade
unions, COSATU Free State PEC members would defend, explain and defend this
resolution at all platforms!

On the planned gathering of workers in defiance of the CEC decision(s)

We have also taken note that the former General Secretary and other trade
Unions some of which are COSATU members in good standing to convene a
meeting of workers in Bloemfontein in the near future, that meeting has been
convened outside COSATU constitution and is therefore an illegitimate
gathering in as far as the Federation and its Affiliates are concerned.

As the PEC, we condemn in strongest terms possible the action of using the
Free State as stage to attempt sow disunity within the Federation.

We implore upon all the disciplined members of the Federation not to attend
this activity and to desist all the efforts to show disunity amongst the
workers and the working class!

We will fight with all our strength against anyone who attempts to sow
disunity amongst the workers and our members.
