POPCRU2.png Media Statement, 5 June 2016 POPCRU to Take To the Streets The Police and Prisons Civil Rights Union (POPCRU) is to take to the streets over long-standing challenges that both the Department of Correctional Services (DCS) and the permanently arrogant tag-team of the Acting National Commissioner and Minister of Police continue imposing upon our members. Despite having initiated many efforts to negotiate improved working conditions of our members within these two departments, it is increasingly becoming a hefty struggle that continues to take a negative toll on them, while the employer continues disregarding their plight, and therefore abjectly displaying the absence of concern for our many committed men and women who continue serving our country on a consistent basis. Our Provincial marches will commence on the 29th June 2016, which will be followed by a national march. Amongst the many challenges our members face, officials in the DCS continue to be understaffed and overworked due to the failure of the department in employing more personnel for the implementation of the 7-day establishment. Further, the 2nd phase of the Occupation Specific Dispensation (OSD), as per the General Public Service Sectoral Bargaining Council 2/2009 agreement, clause 11.2, the employer is supposed to pay a notch equivalent to 3% for every 5 years worked, which was supposed to have been paid to qualifying officials in April 2010. That has not yet been implemented. Within the same resolution 2/2009, the employer was supposed to introduce the new shift system concerning the 7-day establishment. They have failed to do so, and instead, officials are working unlawful different shifts in different management areas. The department has failed to supply uniforms to officials for over 5 years now. Within the SAPS, everything continues to be implemented at will, without any form of consultation among stakeholders. Both the Acting National Commissioner and the Minister of Police have consistently ignored the rules of engagement in respect of consultation on matters of mutual interest. They arrogantly continue restructuring despite the awaited dispute that is going for arbitration as instructed by the Labour Court. We are resolute in our stance, and remain unwavering in that our members' entitlements and rights will be defended as they are our priority.
