Donetsk Anti-Fascist Forces Declare Ceasefire

James Tweedie, The Morning Star, London, 14 September 2016

Donetsk People's Republic (DPR) Prime Minister Alexander Zakharchenko
announced a unilateral ceasefire by his forces fighting Kiev troops
yesterday.

He said he had ordered anti-fascist militias in Ukraine's eastern Donbass
region to stop fighting from midnight tonight.

Three DPR and three government troops had been killed in the previous 24
hours.

Meanwhile, Ukrainian President Petro Poroshenko said parliament would vote
on long-delayed reforms, a condition of the 2014 Minsk II agreement, "in the
nearest future."

German Foreign Minister Frank-Walter Steinmeier and his French counterpart
Jean-Marc Ayrault plan to visit Kiev this week to restart peace
negotiations.

In a televised statement, Mr Zakharchenko said the self-declared DPR was
"fully committed" to the Minsk deal and sees them as "the only solution."

He accused Kiev of a "lack of willingness to solve the problem in a peaceful
manner."

Russian President Vladimir Putin said last week he was ready to participate
in "Normandy format" talks, with France, Germany and Russia mediating
between the Ukrainian combatants, despite recent military provocations by
Kiev.

Embezzler's circus

But on Monday, Kiev's Prosecutor-General Yuriy Lutsenko said he was
preparing to charge senior Russian government officials and generals over
the annexation of Crimea and the region's subsequent vote to reunify with
Russia.

Mr Lutsenko said they would be tried in absentia in Kiev before he sent the
case to the International Criminal Court (ICC) in The Hague for the
defendants to "face the fate of Slobodan Milosevic."

Like the United States, Russia has not ratified the Rome statute setting up
the ICC and is therefore beyond the court's jurisdiction.

Mr Lutsenko was himself jailed in 2012 for embezzlement and abuse of his
former office as interior minister but released a year later by President
Viktor Yanukovych, who was ousted in 2014 by the fascist-supported Maidan
Square coup that prompted Crimea's secession.
