why would we need to? What do we lose by having it on? If the tags aren't
available in the repomd.xml then it won't fetch anything else.

Just from an API point of view, callers will want to be able to search
just name/summary (hopefully PK already has this requirement) ... dito.
the other way where they want to search just tags.
It just seems much easier to add a fake "tags" field now, than end up
having to create a searchGeneratorNoTags() API at some point later.

Right now we're searching name/summary/description - do we really have callers who want to be more ornate or narrow? I guess I just don't see it.
